Federal–State Synergy: PFSCU and Jigawa Government Co-Host ‘Harvest Caravan,’ Launch Rice Insurance Policy
DUTSE, JIGAWA — September 27, 2025.
The Presidential Food Systems Coordinating Unit (PFSCU), in collaboration with the Jigawa State Government, has concluded a high-impact ‘Harvest Caravan’ held from Wednesday, September 25 to Saturday, September 26, 2025. The event strengthened joint federal–subnational efforts to enhance Nigeria’s agricultural resilience.
The core public event, co-hosted at the Government House Banquet Hall, Dutse, culminated in the official launch of a new Rice Insurance Policy, designed to provide a vital safety net for Jigawa State rice farmers under the ongoing food systems programme.
The event, which aimed to bridge policy gaps and deepen cooperation, was attended by key federal and state officials. His Excellency Umar A. Namadi, FCA, Executive Governor of Jigawa State, was represented by his Deputy, Engr. Aminu Usman Gumel. Other dignitaries in attendance included Dr. Saifullahi Umar, Director-General of the Jigawa Agricultural Transformation Agency (JATA).
In her opening remarks, Ms. Marion Moon, Technical Assistant to the President on Agriculture and Executive Secretary of PFSCU, emphasized that the initiative was organized to “bond and feel the pulse between subnational and federal governments.”
Ms. Moon also used the platform to raise awareness on PFSCU’s flagship programme, the National Agribusiness Risks Management Frameworks (NARMF), under the National Agribusiness Management Programme (NAMP).
The highlight of the event was the formal presentation of the Rice Insurance Policy document to the Deputy Governor, Engr. Gumel, on behalf of the Governor.
Commending the initiative, Governor Namadi stated:
“This partnership signifies a new chapter in our pursuit of food security. The Rice Insurance Policy is a critical safety net that ensures our hardworking farmers are protected, demonstrating the Federal Government’s commitment to shared prosperity and resilience in the face of agricultural risks.”
Also speaking at the event, Dr. Saifullahi Umar, Director-General of JATA, reaffirmed the state’s commitment to modernizing agriculture, noting that Jigawa has “invested heavily in mechanization, extension, input finance, and irrigation — and remains committed to doing more” to sustain and expand its agricultural productivity.
The Harvest Caravan featured comprehensive engagements across the state, including courtesy visits by the PFSCU delegation to traditional institutions such as the Emirs of Dutse, Hadejia, Gumel, and Ringim, where discussions centered on local participation and sustainable agricultural practices.
The event concluded with a reaffirmation of the Federal–State partnership as a model for agricultural collaboration across Nigeria, underscoring the shared vision of achieving food security, farmer resilience, and national prosperity.
